
In a country facing severe climate challenges, one organisation is making remarkable progress in building community resilience. This case study highlights how RedR’s ‘Climate Change Adaptation and Disaster Risk Reduction’ (CCADRR) training has transformed the work of Abdulhadi Achakzai and his NGO, leading to innovative early warning systems and improved disaster preparedness across rural Afghanistan, and participation at COP29 in Baku.
Abdulhadi Achakzai is the Founder and CEO of the Environmental Protection Trainings and Development Organization (EPTDO), a climate change-focused NGO operating in Afghanistan. EPTDO is committed to protecting the environment and promoting sustainable development across Afghanistan. To tackle these goals, EPTDO works to build resilient communities and ecosystems by focusing on climate adaptation, livelihood and agricultural development, and gender equality and inclusion.
EPTDO has over 1500 volunteers including 680 women that lead climate-centred workshops throughout the country, raising awareness about the impact of climate change in Afghanistan and the importance of mitigation measures.
The transformative impact of RedR’s training
Abdulhadi undertook the RedR 7-week CCADRR training between September and November 2024. This specialist course had a positive impact on how EPTDO approaches disaster preparedness and climate adaptation.
I use the technologies, methodologies and skills I learned every day.
What made the course particularly valuable were the practical sessions where Abdulhadi gained critical technical expertise and tools that have directly transformed EPTDO’s programming. The impact was immediate and lasting as he confirms “I use the technologies, methodologies and skills I learned every day”
From training to action: RedR’s methods in practice
The CCADRR Afghanistan course introduced Abdulhadi to crucial methodologies, allowing EPTDO to better identify and manage disaster risks, ensuring interventions are more targeted and effective, especially for marginalised, rural communities in Afghanistan.
One such technique Abdulhadi learned during the course was the use of early warning systems, which he went on to implement in practice. After completing the course, Abdulhadi and his team installed early warning systems in schools and mosques in rural communities of Afghanistan, ensuring they receive timely disaster alerts despite infrastructure and literacy challenges:
- In schools: following course guidance on community engagement, EPTDO has worked with teachers to educate students on disaster preparedness strategies, including how to identify safe shelters during extreme weather events. Teachers play a key role in reinforcing this knowledge, ensuring students understand how to respond effectively to hazards.
- In mosques: Using the communication strategies emphasised in the RedR training, loudspeakers are now used to broadcast critical alerts. Abdulhadi explains that EPTDO now “provide information to village elders to announce and disseminate information during any incidents”. This ensures that even those without direct access to mobile networks or internet services receive timely warnings.
Through integrating teachers and religious leader into the information network – a participatory approach strongly advocated in the CCADRR course – these systems enable rapid dissemination of warnings about heavy rain, flash floods and extreme temperatures.
Creating a lasting legacy
Another valuable outcome of the RedR training for Abdulhadi was the creation of a wider network of professionals in Afghanistan dedicated to climate resilience. The collaborative nature of the course provided participants opportunities to exchange best practices and learn from the experiences of others in the sector. This community of practice continues to exist beyond the course, with many of the participants remaining in touch and working together on relevant projects—extending the impact of RedR’s training far beyond the initial participants.
From local implementation to global advocacy

Following the completion of the CCADRR training, Abdulhadi represented Afghanistan at COP29 in Baku where he moderated a panel on “Breaking the Cycle of Vulnerability: Climate Action and Financing for Afghanistan’s future.” He has also chaired a national climate crisis research conference, and participated in panels where he raised awareness and advocated for global climate action to address the challenges that Afghanistan faces due to climate change.
These important accomplishments underscore the CCADRR programme’s role in supporting leaders already at the forefront of local climate response.
A foundation for change: measurable impacts of RedR’s CCADRR training
Through the work Abdulhadi has undertaken with EPTDO, a direct impact of RedR’s CCADRR training can be seen on climate resilience efforts in Afghanistan.
Through implementing early warning systems in schools and mosques, strengthening risk mapping efforts, and providing targeted climate education – all methodologies central to the course – Abdulhadi and EPTDO have taken key learnings from the training to improve community preparedness to disasters.
These initiatives, directly informed by RedR’s capacity building approach, are empowering local communities to take proactive measures against climate risks, ensuring faster response times, better information dissemination, and stronger climate resilience efforts in Afghanistan. RedR’s training has proven to not just be informational but transformative for climate action in one of the world’s most vulnerable countries.

We’ve adapted our existing Climate Change Adaption and Disaster Risk Reduction project to support locally-led drought resilience in Afghanistan and Somalia. Funded by the Howden Foundation, we’re providing free online certified training for local climate responders in drought-affected rural areas.

- Assess different approaches in high-risk scenarios and the impact of risk profiles and behaviour.

- Identify signs and symptoms of mental ill-health and list possible solutions.
What does the course cover?
Topic 1: Basics of Personal and Team Security
Whatever the situation, there are some security basics which can be applied to all contexts:
- Risk awareness: Knowing the risks present is important to take ownership of the mitigation measures – this includes where and when the risk is most common, what or who might be targeted, and how the risk can change.
- Travel planning: Trip planning should include contingency and escape plans, as well as an itinerary so that others know where you are.
- Communication plan: this should include a PACE plan (Primary, Alternative, Contingency, Emergency).
- Grab bag with the essentials.
- Knowing the emergency procedures in place, and how you will hibernate, relocate or evacuate if it is possible.
Topic 2: Situational Awareness and Responses
- Staying aware of the situation around us can help us identify possible threats before they happen.
- Situational awareness is difficult where there is a sustained threat – it is important to remain vigilant in such situations.
- It is important to be aware of the individual characteristics/profiles which may put you at risk in a particular context.
- Personal behaviour, including how we approach situations, our voice, tone and body language, can all affect the outcome of a situation.
- Before we approach any situation, we should quickly assess how we are going to approach it, and decide on the best way to reduce negative reactions.
Topic 3: Risk Assessment and Information Sources
- Risk assessments can become out-of-date very quickly in a dynamic environment.
- Each environment will be different, and there will be different information sources for up-to-date information on risks. Sources should be assessed on their credibility and reliability, and it is important to consult a range of sources.
- A risk can be mitigated by either reducing the likelihood of it occurring, or reducing the impact if it occurs.
Topic 4: Stress Management and Mental Health
- Maintaining mental health and mental resilience are crucial to working effectively in a humanitarian response.
- The Mental Health Continuum model provides a simple way of assessing your mental health or someone else’s, and helps us to decide on appropriate and reasonable interventions.
- Addressing signs of declining mental health before someone becomes injured or ill is critical to operational effectiveness.
Additionally, we will be assisting participants to practice many critical soft skills for example, communication and coordination, research and analytical skills, teamwork and management skills, composure and decision making under duress.

ماذا تغطي الدورة التدريبية؟
الموضوع 1: أساسيات الأمن الشخصي وأمن الفريق
مهما كان الوضع، هناك بعض أساسيات الأمن التي يمكن تطبيقها في جميع السياقات:
– الوعي بالمخاطر: إن معرفة المخاطر الموجودة أمر مهم لتولي مسؤولية تدابير التخفيف من المخاطر – وهذا يشمل أين ومتى يكون الخطر أكثر شيوعًا، وما هي المخاطر أو من قد يكون مستهدفًا، وكيف يمكن أن تتغير المخاطر

This Learning Needs Assessment identifies capacity gaps and learning needs amongst humanitarian responders in Lebanon.
Understanding these gaps is essential for developing targeted training programmes, that can enhance the skills and knowledge required to address the complex challenges posed by the recent crisis.
The LNA also assessed the existing strengths among humanitarians, so RedR can recommend the best ways that humanitarian partners can leverage best these capabilities.
Using the findings to train responders on the most urgent topics
RedR conducted this in-depth and detailed Learning Needs Assessment to better inform the ongoing training response to the crisis in Lebanon. The overarching questions that this Learning Needs Assessment seeks to assess are:
- What are the current capacity gaps and learning needs amongst humanitarian responders to the on-going response Lebanon?
- What are the capacity strengths amongst responders involved in the humanitarian response efforts?
- How can humanitarian partners best utilise these strengths?
- How can RedR UK respond to the needs of the response in ways that are most appropriate and relevant?
- What are the capacity needs for future programming of RedR and other partners?
It enables RedR to tailor our response to the evolving needs of the crisis. By understanding the specific learning needs and capacity gaps, RedR can provide training that is most relevant and impactful, thereby enhancing the overall response in Lebanon.
Key findings
The main findings of this learning needs assessment are:
- Demographics of Respondents: The majority of respondents (86%) are based in Lebanon, with a significant representation of women (71%). Most respondents have substantial experience in the humanitarian sector, with 63% having over five years of experience.
- Training Topic Priorities: Respondents identified several priority training topics essential for improving their response capabilities:
- Development of an Inclusive Emergency Response
- Mental Health and Psychological Support Services
- Collective Shelter Management
- Safety and Security Management
- Proposal Writing
- Data Collection, Protection, and Analysis
- Specific Needs: There is a pressing need for training in mental health services due to the psychological impact of recent conflicts. Collective shelter management training is also critical, given the influx of displaced persons into temporary shelters. Additionally, safety management training is vital as aid workers face significant risks.

The Personal Safety/Security (Staying Effective) training will be delivered through a live facilitated session which lasts 2-hours online.
Module Objectives
By the end of the training you will be able to:
- Identify basic methods to maintain personal and team security
- Describe how situational awareness can be used to keep you and your team safe,
- Assess different approaches in high-risk scenarios and the impact of risk profiles and behaviour
- Explain how to conduct a dynamic risk assessment and assess sources of information
- Identify signs and symptoms of mental ill-health and list possible solutions
What does the course cover?
Topic 1: Basics of Personal and Team Security
Whatever the situation, there are some security basics which can be applied to all contexts:
· Risk awareness: Knowing the risks present is important to take ownership of the mitigation measures – this includes where and when the risk is most common, what or who might be targeted, and how the risk can change
· Travel planning: Trip planning should include contingency and escape plans, as well as an itinerary so that others know where you are
· Communication plan: this should include a PACE plan (Primary, Alternative, Contingency, Emergency).
· Grab bag with the essentials
· Knowing the emergency procedures in place, and how you will hibernate, relocate or evacuate if it is possible
Topic 2: Situational Awareness and Responses
· Staying aware of the situation around us can help us identify possible threats before they happen
· Situational awareness is difficult where there is a sustained threat – it is important to remain vigilant in such situations
· It is important to be aware of the individual characteristics/profiles which may put you at risk in a particular context
· Personal behaviour, including how we approach situations, our voice, tone and body language, can all affect the outcome of a situation
· Before we approach any situation, we should quickly assess how we are going to approach it, and decide on the best way to reduce negative reactions
Topic 3: Risk Assessment and Information Sources
· Risk assessments can become out-of-date very quickly in a dynamic environment.
· Each environment will be different, and there will be different information sources for up-to-date information on risks. Sources should be assessed on their credibility and reliability, and it is important to consult a range of sources.
· A risk can be mitigated by either reducing the likelihood of it occurring, or reducing the impact if it occurs.

غايات الدورة التدريبية
بحلول نهاية الدورة، سيتمكن المشاركون من:
- إظهار فهم شامل لمهارات إدارة الأمن الرئيسية (بما في ذلك إدارة المخاطر وتحليل الحالة والتقييم وتنفيذ الخطة والرصد والتقييم المستمرين والتخطيط للأزمات والقيادة).

ماذا تغطي هذه الدورة التدريبية؟
- الوحدة 1: نقدم الدورة التدريبية ونضع هيكلها من حيث الأطر المختلفة المفهومة بشكل عام لإدارة الأمن/المخاطر. سنستكشف كيف يقع على مؤسساتنا واجب الرعاية لتطبيق الإدارة الفعالة للمخاطر الأمنية، ونبدأ الخطوة الرئيسية الأولى في إدارة الأمن – تحديد السياق.
- الوحدة 2: بعد التفكير في المخاطر على مستوى السياق والمستوى التنظيمي، نحتاج إلى التعمق أكثر – وصولاً إلى الملفات الشخصية الفردية، وكيف يمكن أن تؤثر على الأمن. وهذا يعطينا المعلومات التي نحتاجها للبدء في عملية التقييم الرسمي للمخاطر، والتي تم تقديمها في النصف الثاني من الوحدة.
- الوحدة 3: بعد أن حددنا الآن مخاطرنا الأمنية وبدأنا في فهم أهميتها النسبية (الموارد مثل الوقت والمال محدودة دائماً – لذا نحتاج إلى معرفة أين نركز)، نبدأ في النظر في كيفية استجابتنا (بشكل إيجابي) لتشكيل بيئة التشغيل لدينا للحد من احتمالية و/أو تأثير المخاطر المختلفة.
- الوحدة 4: استراتيجياتنا وخططنا الأمنية موجودة الآن… لكن لسوء الحظ، فإن سياق التشغيل في لبنان معقد، ويمكن أن تسوء الأمور بل وتسوء بالفعل (!). في هذه الوحدة ننظر في إدارة الحوادث والأزمات، بما في ذلك بعض الممارسات المكتبية في الاستجابة لأنواع مختلفة من حالات الطوارئ.
- الوحدة 5: في هذه الوحدة سوف نتناول بعض الاهتمامات الأكثر عملية التي ينطوي عليها تفعيل إدارة المخاطر الأمنية. يمكن أن يكون لدينا أفضل الخطط في العالم، ولكن كيف يمكننا إيصالها إلى فريقنا؟ وكيف نحافظ على الاتساق بمجرد أن نحصل عليها؟
- الوحدة 6: تمرين الفريق هو التحدي الأخير لك؛ حيث يختتم كل ما استكشفناه خلال الأسابيع الستة السابقة، وسيتطلب منك تقديم ما تعلمته بطريقة واضحة وموجزة إلى خبير أمني خارجي. بعد الانتهاء من هذا الاختبار الأخير، سيكون لدينا بعض الوقت للإجابة على أي استفسارات أخيرة قبل اختتام الدورة التدريبية.

هيكل الدورة
البرنامج التعليمي يضم ما يلي:
- ستة وحدات، كل جلسة ميسرة عبر الإنترنت لمدة 3.5 ساعة (المجموع 21 ساعة)
- ما يصل إلى 1 ساعة من التعلم الفردي غير المتزامن (الواجبات المنزلية/ القراءة) قبل كل وحدة تدرس (6 ساعات)
- ما يصل إلى 4 x ساعة من مشروع المجموعة غير المتصل بالإنترنت ليتم تقديمه في نهاية الدورة (4 ساعات)
إجمالي الالتزام بالوقت المطلوب للمشاركين = 31 ساعة.
الجدول الزمني
ستُعقد الجلسات الست الميسرة أيام الثلاثاء 18 و25 مارس/آذار و8 و15 و21 و 29 أبريل/نيسان 2025 في الساعة 12:00 – 15:30 بتوقيت بيروت. ستنتهي الدورة في 29 نيسان/أبريل مع إتاحة الفرصة لجلسات التدريب/التوجيه حتى 31 أيار/مايو 2025.
سيتعين على المشاركين الحضور بشكل كامل لجميع الجلسات الميسرة عبر الإنترنت، ومن المتوقع أيضًا أن يكملوا ما يقرب من ساعة واحدة من الواجبات المنزلية/القراءة قبل كل وحدة تعليمية.
وبالإضافة إلى ذلك، سيكون هناك مشروع جماعي خارج الدورة (التزام لمدة أربع ساعات تقريبًا) سيتم تقديمه في نهاية الدورة.

Security Management for Humanitarians – Lebanon

The Security Management for Humanitarians training will be delivered through a combination of live facilitated sessions, group forums and engaging activities using multiple purpose-built training platforms. The course will culminate in two intense and immersive Panel Exercise (Module 6), offering a great opportunity to reinforce participants’ learning and training experience.
Module Objectives
By the end of the training you will be able to:
- Demonstrate a comprehensive understanding of key security management skills (including risk management, situational analysis, assessment, plan implementation, monitoring and evaluation, continuity and crisis planning and leadership).
- Practice these skills in relation to the Lebanon setting and achieving programme goals when managing humanitarian emergencies.
- Demonstrate that they can work effectively in reviewing and enhancing security management practice and procedures to support programmes and staff in the field.
- Reflect and evaluate on personal performance and the performance of others in relation to security in emergencies and improving practice.
- Communicate effectively to different audiences in the field of humanitarian practice using appropriate media.
What does the course cover?
- Module 1: We introduce the course and situate its structure in terms of different commonly understood frameworks for security/risk management. We will explore how our organisations have a Duty of Care to apply effective security risk management, and begin the first key step in managing security – establishing our context.
- Module 2: Having thought about risk at the context and organisational level, we need to drill down further – all the way to individual profiles, and how these might affect security. This gives us the information we need to commence the formal risk assessment process, introduced in the second half of the module.
- Module 3: Now we have identified our security risks and started to understand their relative importance (resources like time and money are always limited – so we need to know where to focus) we begin to look at how we respond to (positively) shape our operating environment to reduce the Likelihood and/or Impact of different risks.
- Module 4: Our security strategies and plans are now in place… but unfortunately the operating context in Lebanon is complex, and things can and do (!) go wrong. In this module we look at incident and crisis management, including some desktop practice in responding to different types of emergencies.
- Module 5: In this module we will unpack some of the more practical concerns involved in the operationalisation of security risk management. We can have the best plans in the world, but how do we communicate these to our team? And how do we maintain consistency once we have?
- Module 6: The Panel Exercise is your final challenge; wrapping up everything we have explored over the preceding six weeks, it will require you to present your learnings in a clear and concise way to an external security expert. With this last test completed we will have a little time to answer any final queries before wrapping up the course.
Additionally, we will be assisting participants to practice many critical soft skills for example, communication and coordination, research and analytical skills, teamwork and management skills, composure and decision making under duress.
Course Structure
This course is a blended learning programme comprising the following:
- Six modules, each an online facilitated session of 3.5 hours.
- Up to one hour of asynchronous solo learning (homework/ reading) before each taught module.
- Up to four hours of an offline group project that would be presented at end of course.
Total participant time commitment required: 31 hours.
Timeline:
The 6 facilitated sessions will take place on Tuesdays, 18, 25, March and 8, 15, and 21, 29 April 2025 at 12:00 – 15:30 Beirut time. The course will end on April 21 with coaching/mentoring sessions available until May 31, 2025.
Participants will need to be present entirely for all online facilitated sessions and would also be expected to complete approximately one hour homework/ reading before each taught module.
Additionally, there will be an offline group project (approximately four hours commitment) that would be presented at end of course.
Who should attend?
We recommend this course for anybody with significant security responsibilities in their job description. This would certainly include Security Focal Points, Country Directors, Field Coordinators, Logistics Managers in the field, or persons based in headquarters overseeing country programmes. Even experienced security practitioners will benefit from revisiting the security risk management theory and from the more intense practical exercises such as the panel exercise.
Note: this course is funded only for participants from Lebanon.
