Strengthening Humanitarian Response in Sudan

Supporting Sudanese responders and organisations with the skills and knowledge to strengthen humanitarian action in their communities.

Supporting locally led humanitarian action in one of the world’s most severe crises

Sudan’s humanitarian crisis has deepened dramatically since the outbreak of conflict in April 2023. More than 33.7 million people are estimated to require humanitarian assistance, while conflict, displacement and the collapse of essential services continue to place immense pressure on communities across the country. Local and national organisations remain at the forefront of the response, often operating under extremely challenging conditions and with limited access to training and support. Strengthening their capacity is essential to sustaining effective, accountable and locally led humanitarian action.

Expanding access to learning for Sudanese responders

With support from Jersey Overseas Aid and the people of Jersey, RedR is expanding on its existing work in Sudan through additional training opportunities in high-demand thematic areas and new, context-appropriate learning topics and approaches that respond to evolving humanitarian needs.

The project will reach 525 Sudanese first responders from national NGOs, community-based organisations and Emergency Response Rooms through a series of short, facilitated online training modules. Training topics include Mental Health and Psychosocial Support (MHPSS), Gender-Based Violence in conflict settings, digital literacy, humanitarian coordination, project planning and project implementation.

 

All learning materials will be contextualised for Sudan and translated into Arabic to ensure accessibility and relevance. The project will also continue strengthening the capacity of Sudanese trainers to deliver high-quality learning programmes through online learning approaches, helping strengthen local ownership and sustainability within the humanitarian sector.

 

RedR will focus on expanding access to underserved and remote regions, including western Sudan across Darfur (including El Fasher, Nyala, Geneina, Zalingei and Ed Daein) and Kordofan (including Al-Fula), helping ensure that frontline responders operating in these locations can access timely and relevant support. Training activities will begin in September 2026 and continue through early 2027, providing Sudanese responders and organisations with access to a range of contextualised learning and coaching opportunities.

Supporting local organisations to access funding

Alongside the short training modules, RedR will deliver a tailored Strategic Resource Mobilisation and Proposal Writing programme for 26 representatives from 13 Sudanese organisations. The programme will help local actors better understand funding opportunities, navigate donor requirements, develop stronger proposals and strengthen resource mobilisation practices. Participants will also receive practical support and mentorship to apply learning to real proposal development processes.

 

By strengthening resource mobilisation capabilities, the project aims to support local organisations to access funding more effectively and play an increasingly leading role in humanitarian response efforts.

Strengthening local training capacity

The project will also support five local actors through a coaching programme focused on advanced facilitation and training delivery skills. Participants will receive tailored support through group learning sessions, practice delivery opportunities, observation and feedback, peer-to-peer exchange, and participation in a Community of Practice.

 

This component is designed to strengthen local capacity to design and deliver high-quality learning programmes, contributing to a longer-term, locally led training ecosystem in Sudan.

 

By strengthening the skills of frontline responders, supporting local organisations to access funding, and investing in Sudanese trainers, the project aims to help local actors design and lead humanitarian programmes that are more responsive, accountable and appropriate to the needs of their communities. Ultimately, this contributes to safer, more effective and more locally led humanitarian action for people affected by conflict across Sudan.
